The International Civil Aviation Organization (ICAO), is responsible for developing and implementing international regulations governing air traffic safety and the economics of air transport. ICAO’s membership includes 191 countries. The purpose of ICAO’s activities, as stated in Article 44 of the Chicago Convention, is “to develop the principles and techniques of international air navigation and to promote the planning and development of international air transportation.
